New Orleans police arrest looters after Ida knocks out power: 'This will not be tolerated'



Authorities in New Orleans said there have been "numerous" reports of looting as the city grapples with the aftermath of Hurricane Ida, which swept through the Louisiana coast this weekend, causing massive power outages before weakening.
